Abstract
The BEE star label translates complex IS 16590 thermodynamic testing into a regulatory efficiency signal. However, a factory label is not a guarantee of operational savings; realising the intended efficiency requires active engineering and continuous telemetry.
Regulatory Framework
Administered under the Energy Conservation Act (2001), the BEE Star Label maps a chiller's certified ISEER into comparative performance bands (1 to 5 stars). The rating table is distinct for different condenser types and capacity thresholds. Because BEE periodically tightens the ISEER thresholds as manufacturing technology improves, a 5-star label is a point-in-time certification, not a permanent classification.
Interpreting the Label Parameters
Engineers must ensure that capacity and compressor type exactly match the site requirement. Comparing a 5-star positive-displacement (screw) chiller to a 5-star dynamic (centrifugal) chiller is invalid, as their part-load decay curves and surge characteristics are fundamentally different at extreme lifts.
No Operational Guarantee
The BEE label certifies physical capability under standard test-stand conditions. It does not guarantee operational efficiency or field savings. Improper chilled water setpoints, bypassed VFDs, poorly sequenced staging, or degraded condenser tubes will force a 5-star chiller to operate at 2-star efficiencies. Continuous engineering telemetry is strictly required to anchor operational performance to the factory baseline.
